Velra has no profile, no feed, no follows. Open it and there's a button; press it and you're talking to a stranger.
That's the whole question it was built to answer. With only "connect and talk" left, do people use it?

The short feature list is deliberate. Adding anything the question doesn't need makes it harder, later, to tell why people used it or why they didn't.
What's being watched
Two things: how long matching takes, and how many turns a conversation actually runs.
The first mattered as expected. A few seconds of matching and people close the app. The second is the one worth asking. Connecting is easy to build, but if the conversation ends after two or three lines, what you've built isn't connection, it's churn.
Why it isn't on a store yet
Anonymous chat can't dodge safety. Shipping it before reporting and response actually work would be bad for the people using it and bad for me. A small group is using it now while that part gets built out.
Depending on how it goes, it becomes an app or it gets shelved. Shelving it is also an answer.
